Details of Disappearance
Billmayer was last seen in Ogden, Utah sometime in 1997. He has never been heard from again. He led a transient lifestyle at the time of his disappearance and traveled to several states. He was not reported missing until March 2008, about eleven years after his family last heard from him.
The police learned that Billmeyer was missing when a woman notified told them that her ex-husband, Richard Annis, had murdered Billmayer in the Ogden area in 1997 and put the body in a dumpster in the 1700 block of South Washington Boulevard. By 2008, that area had changed considerably. The police wrote to Annis, who was serving a life sentence in Iowa for another murder, and didn't get a reply. There was insufficient evidence to bring charges against him.
By 2019, the police had found a witness who corroborated the ex-wife's story. An Ogden police officer went to Iowa to speak to Annis in prison. However, Annis did not confess to involvement in Billmeyer's case at that time, and ended his interview with the Ogden officer.
After several more years of investigating, in 2026, the police offered Annis immunity from prosecution for Billmeyer's homicide if he would give a full confession as to what happened. He then admitted to causing Billmeyer's death.
He said Billmeyer had raped his girlfriend and, hours after the girlfriend told him about it, Annis attacked Billmeyer with a hammer. He beat Billmeyer multiple times in the head with the hammer and then took his body to a nearby dumpster. The next day, Annis and his girlfriend left town. In his confession, he apologized to Billmeyer's family.
Having obtained Annis's confession, investigators have closed Billmeyer's case. His body has never been found, however.
